Parents Association for Mentally Handicapped Persons (PAMENCAP) was formed by group of parents of Karimnagar area in April, 1988. The Association was registered in the same year under A.P. (Telangana Area) Societies Registration Act 1310 (Fasli) Technical guidance was provided by National Institute for Mentally Handicapped (NIMH) Secunderabad an apex body under the Ministry of Social Justice & Empowerment, Govt. of India with the objective of human resources development, research and developing services models in the field of mental retardation.
